I’m pretty sure it was confirmed that Oh so Windy is from Ariant from a former replier.

There is no ellinia hair salon.

I had a friend who was able to get it there.. sorry the REG/EXP take forever. Just gotta keep trying :x .....

Unfortunately, that hairstyle is not available (has not been implemented) in this server. If it was, it would most likely be obtainable with RP.
