Duplicate no battleship skill from quest

I just became corsair and went to kyrin to do the "how to improve your strength" quest which gives the battleship skill.

I finished the quest, it said "congratulations on defeating kyrin, here's your prize!" but i didnt get the skill, and now she wont let me redo the quest (its even under the "complete" tab in quests).

also she wont give me the quests needed to learn battleship cannon, and torpedo...

i cant really even play until i have those skills ^^;; and the gm in game said he couldnt fix that sort of thing for me, so please help >.<.

i attached a few screenshots, you can see she has no quests above her head, the quest for battleship is complete, and i dont have the skill or anyway to get cannon/torpedo now.


Edit: so i tried to get another skill and same thing happened. the quest is completed and it said "thank you so much for saving delli. he has taught you a new skill..." but i dont have any new skill.

i'm starting to think something is wrong with just my character when it comes to learning these skills? if the quests can be fixed, then fine, but if the problem cant be pinpointed could the skills i dont have just be given to me please >.<?

Tried to learn the air strike skill as well and same thing happened .

 

Not receiving your skillbook from a quest seems to have been randomly happening to a few people recently. =( You'll need a member of staff to meet you ingame and fix things for you.

 

Don't know why we're having this bug right now. Guess I'll add it to the list.

Your skills should be fixed, though. Let me know.

 

yes =D i have everything except hypnotize! ty very much, and if you can give me that too it'd be nice, though i dont plan to use it anytime soon =p.
