Perma beginner mounts?

    I was wondering if perma beginners could obtain and use mounts, the latest guide I could find says the requirement is 3rd job so its pretty vague to me
    Just want to make sure I know this before I get dissapointed, every pressable button on a beginner counts

    Beginners can now obtain the Monster Riding skill and all mounts.
    Confirmation from Andreas regarding Beginner getting Mount skill

    Couldn't find which NPC to talk to in order to start the mount quest, I'm guessing is Shammos?
