Is possible to get an explanation as to why? Besides the NostalgiaTM, I fail to see why the skill restrictions should be in place when for a extent of time, the PQs were enjoyed with no skill restrictions. Whitemagejames explains it perfectly here:

I think this needs to be re-opened at looked at please, the XP for the 3rd/4th job skills can be looked at or nulled to prevent such leeches, but these PQ's can definately benefit, besides of course the obvious reason we are all here the Nostalgia of Maplestory being a big driving factor, i can only see a positive overall outcome with the strategy and implementing this back into the gam.
