Yes, they have the same damage range formula. I have tested using different gear sets and in most cases HTP on NL gives a better range than MoN when an attack potion is used. I'm just trying to say that Carney's statement of an 8/8/6+ MoN beating a 28/28 HTP is very unlikely. Since this is a thread for shadower I won't try to explain the maths for NL here but I'm down to further discuss in another thread.
FWIW, I have a 10/10 6wa mon on my NL and it outranges my 25/27 htp by around 120 (give or take) clean range. On hs it increases only by 70 and apple even less but overall my mon still wins my htp by a whisker. However, since OP is talking about shads I think a 28/28/28 htp might be better than a mon because of the damage formula (tt is only affected by luk) but I may be wrong as I’m not 100% sure how bstep and assasinate dmg are calculated.
I have enough for rc with mon, and excess with htp (which I can in theory change to luk earrings instead of my 9/8 anniversary earrings) but that’s a discussion for another thread.
When I equipped my 8/11 8 wa MoN compared to the 24/24 HTP (floating excess DEX) that I had on my NL, I had gained a ~220 range increase. However when I was using apples, my MoN only had ~130 range over the HTP that I had, I didn't even notice the difference in my damage output. I've heard that the TT formula benefits off of more LUK (I've not confirmed this). If this is the case then being able to equip a HTP while switching out your other DEX gears for LUK could probably result in higher dps than your dps on a MoN depending on the formula for TT, despite having higher range on a MoN. Using the minimum amount of DEX to equip my gear with my near perfect MoN compared to my slightly above avg HTP (with converting my excess DEX into LUK), I achieved very similar ranges on both. With both on an apple, my range with my MoN was only ~20 higher than my range on my HTP (converted excess DEX into LUK). This leads me to believe that a perfect HTP > perfect MoN.
