I've been hunting this blue annoying balls for 2 hours and they didn't drop Steel Hoe. Someone did this quest and can point me more specifically about it ??
I just did the quest this past weekend. Took me ~20-30 mins of killing blind to get it. Sounds like you may just be unlucky. Also be sure that you're not just killing the blins (blue balls) but the morphed blins (white square-looking things) that appear afterwards. It's the morphed blins that drop the hoe.
