This cape is actually closer to a 11-12 w.atk cape. (3-4b) or a 8/5 PGC (3.5b) A 13 PGC is (5.5-6.5b) The 1 Slot = 1 w.atk is an imperfect systems that better applies to items with 1 or 2 slots left. You will see historical sales where 3 slots = 3 w.atk, but those are outliers and in my opinion, slightly overpaid.
Thanks for the breakdown Pandemic, I'm not really familiar with these pricing structures and thought in general 1 WA per slot. I'll change it to 12/0 then!
