As mentioned before, ilbis were adjusted to make throwing-star progression more linear and to bring more relevance to other stars. The 1 attack reduction made to ilbis was compensated by reducing the recharge price from 280 to 200, making it roughly 29% cheaper to recharge. The window where it actually affects the number of stars that an assassin (Lvl 10-70) has to throw to finish off a mob is more miniscule that one may think, and the price reduction should put ilbis in a better place to use.
