But its a trade between his own characters. And a gift not a trade. But yea i think this arent work. I had the same problem with my second account where i leave some rp's and have no need for those. Whatever its a reason more to donate again an keep the server runing!
It's not possible unless they have a programming condition to determine whether it's a trade between his own characters if IP + MAC address = same, trade allowed; else trade not allowed;
It'd have to be a little more complicated than that. If they used a simple if statement like that, it wouldn't prevent anyone from spoofing addresses to make it look like they're someone they aren't.

I think that the only way they would be able to safely do such an RP transfer/gifting would be to have the user post a request in a special forum thread, and each case would have to be examined separately. For example, have the donor take a screenshot of him opened on two clients at the same pc, one on the chara that has RP, and the one that doesn't. Then, with that pic, they'll do a check on the guy the same way they do on account sharing offenders, and determine if the guy owns both of them. This will deter real offenders and rwters because it will make them vurnable to getting banned. A normal player shouldn't mind going though such check. The big downside of this method would be the huge time wasted by the staff, that are super busy as is. Even with something like "only one request allowed per month/two months" this service would still be another burden on staff. So i guess its up to the staff to decide if its worth their time
