    'Construction Site: Caution Falling Down' is a hidden street. Its portal is on the top of 'Kerning City Construction Site', on the yellow barricade. The portal to 'Construction Site: Abandoned Construction Site' does not exist, therefore we cannot reach Mr Lim because he doesn't exist in MapleRoyals, as LichWiz said.
