You are able to forfeit your on-going medal challenges. Open the medal menu with the ";" key, navigate to the specific medal challenge, and click the "forfeit" button in the bottom right of medal summary page. I'm not sure about the consequences of this, like, I am not sure if you will lose progress on the medal you forfeit (although, I have a feeling you won't).
No, you can get the medal even while missing every possible quest. And most missable quests aren't because of level
If you haven't done any questing, you are in a good position, because most missable quests are stuff like drop quests, that require you to drop a quest item after receiving it. Those who miss the most amount of quests are those who are far into their questing, but did not know about missables. There are only a handful of lvl gated quests.

You can force both quest completions on The Endangered Lives of Greys even if you get the correct Wave Translator at first. However this means you'll have to collect the ingredients for Wave Translator a minimum of 3 times it goes something like -you see the "correct" dialogue so you exit out and drop the wave translator -you come back until you see the "wrong" dialogue and advance through the entire dialogue -you continue and Alien Gray says some dialogue that implies that the wave translator worked??? however the wave translator is still taken away. +1 quest completion -you come back with the correct translator which generates the correct dialogue -you continue and you get the same correct dialogue. +1 quest completion some other edits to the main post to make: "Path of the Archer/Magician/Pirate/Thief/Warrior" - this does not have to be completed before 1st job advancement, it is only required to accept it before 1st job advancement. in fact, it should be completed AFTER the 1st job advancement because the EXP is very likely to level you up, giving you beginner levelup HP/MP bonuses "Mariwaka of Performer Training" does not strictly have to be completed at lv40, but you must do so in order to accept "Movie Star" "The Long Road" is actually better in terms of quest completions per time spent than many of the quests you'll be forced to do when nearing the 1000 mark. Same goes with "Lost Saddle" the correct name for the replacement quest is "Lost Perfume" and it should be emphasized that you need to drop the item "Pheromone Perfume" and DO NOT DROP THE DRAGON PERFUME BOTTLE. also that it costs you an extra 20mil getting tricked by Familiar Lady also costs you -5 fame and doesn't even result in any funny dialogue, she just says "Hahahahaha" and the dialogue ends, so don't even bother trying
