Make Balanced Fury rechargeable in all shops

Gee I wonder why I didn't think of that, thanks captain obvious, but there are other reasons to wanting to use a Bfury aside from the 1 wpn atk.

There's a pretty simple way to recharge them from anywhere, just make an assassin mule on your nl's account.
A lvl 36-37 assassin with mastery maxed can be placed in nlc, every time you want to recharge just put all your balance furied on storage, log out and in, pick them up and recharge. Its still annoying, but it saves you the trouble of going far away just for a recharge.
