Major Can't do the next stage quest(Festival of Lights)

    Detail:
    I'm doing the Christmas Quests and I have finished the first stage of "Festival of Lights"
    (it means I have handed in 25 Altar pieces to Hannah)
    but I can't do the next stage now.(the next stage is to gather 9 Sabbath Candles)
    this is my screen shot.
    there is no mark of book(which means I'm doing quest) above the NPC
    and I can't give up the quest
    how can I continue the next stage?
