Recently, rules relating to software & hardware mods that enabled faster key clicking (predominantly pertaining to meso bomb) were clarified in this notice: https://royals.ms/?page=news&id=369

However there are still a few unclear points on this, especially what constitutes as third party software/hardware, and what exactly is meant by a 1:1 action.
Of a few grey areas, the most notable (and potentially abusable) is the default windows feature, Character Repeat. This is a function on windows which is on by default that repeats keys at a specific rate when a key is held. By default, this rate is not set to the max, but roughly half speed, as can be seen down below. Boosting this repeating function to the max allows for a single input to repeat inputs roughly 20 times per second, giving you a 1:20 ratio for simply holding down a key. This default feature also cannot be turned off without going through a lot of hoops, and comes up in gameplay among everyone. Take for example picking up items off the ground, how fast your settings are set to repeat your actions directly impacts how fast and how much you're able to pick up. This also translates to meso bombing, if a mouse click is bound to a key, using Character Repeat on all keys needed to drop mesos allows for quite fast speeds. Beyond this though, it is possible to adjust the rate at which keys are repeated even further by going deeper into the settings, allowing for in the range of 100 inputs per second held.

Where is the line drawn on Character Repeat? Is there a standard which everyone should set their repeat rate to? Should you have to click for every input rather than hold it, since it's not a 1:1 action? Is this a 1:x>1 ratio, as well as give an advantage to those who know how to increase the repeat speed?

    Default speed

    Maximum on basic settings

    Changing in depth settings

I believe clarification is needed on a lot of things to give players a better idea of what is, and what isn't allowed.

In my opinion, this technique is exactly like mouse scrolling, which is bannable now.

I assume the reasoning for that verdict is widely understood. Using the scroll wheel, massive amounts of inputs could be sent within a shorter timespan. Plenty of people, albeit not everyone, had scroll wheel access and yet it was eventually deemed illegal to use here.

How is that any different from this? This is a technique that you pointed out everyone with Windows can access and modify. But, it artificially sends higher and faster input counts after this setting change. So, I would dare to say this form of change should also be restricted to the “half speed” that you mention is default speed.

Yes you can, so long as it's bound to a key.

3rd party also means stuff that come with windows. Any software that is not maple royals, and is capable of affecting your inputs is considered a 3rd party. As for 1:1 means one press = one action, holding down a button for many clicks is NOT 1:1. Even if it uses a feature that is on any other key on the keyboard, it shouldn't be allowed on the mouse clicks considering they disallowed scrolling left click bindings
imo the rules became pretty clear after the last clarification.

So does that mean holding down an attack key, or jump key, or NPC interact key are all bannable offenses? That's the heart of the question. If character repeat is not a 1:1 action, then is holding down a key opposed to pressing the key for every individual action macro botting?

If character repeat is determined to be a 1:1 action, then spam dropping mesos, as well as holding down keys to do actions is not bannable, however if character repeat is determined to not be a 1:1 action, then holding down the alt key to make your character repeatedly jump is bannable.
